In December 2020, a report by Axios revealed an extensive Chinese intelligence gathering operation operating in the United States between 2011 and 2015. At the center of the story was a Chinese national named Christine Fang (also known as Fang Fang), whom U.S. counterintelligence officials identified as a operative for China’s Ministry of State Security (MSS). Her objective was to build relationships with up-and-coming political figures in California, particularly in the San Francisco Bay Area.
Among the prominent politicians targeted was Former Representative Eric Swalwell, who was first elected to represent California’s East Bay region in 2012. According to U.S. intelligence reports, Fang enrolled as a student at California State University, East Bay, around 2011, using her student status as a cover to integrate into local political circles. Over several years, she targeted local mayors, city council members, and emerging political figures, offering assistance with campaign fundraising, event organizing, and political networking.
Intelligence experts noted that the strategy of China’s MSS often involves long-term political cultivation – identifying promising politicians early in their careers and building access long before they reach national prominence.
Fang’s interaction with Swalwell began during his time as a Dublin City Council member and continued as he successfully ran for the U.S. House of Representatives. Intelligence reports indicated that Fang participated in fundraising activities for Swalwell’s 2014 re-election campaign, helped place at least one intern in his congressional office, and interacted with him at political events.
In mid-2015, federal investigators conducted a broad counterintelligence investigation regarding Fang’s underlying motives. Shortly thereafter, while under federal investigation, Fang abruptly left the United States and flew back to China, where she has remained ever since.
Following the public release of the Axios story in 2020, questions arose regarding the extent of Swalwell’s interactions with Fang. Subsequent declassified records showed that during interviews with federal agents, Swalwell acknowledged personal encounters with Fang prior to and early in his congressional tenure, although he described their relationship as casual rather than a formal romantic partnership. Investigators emphasized that foreign intelligence services often leverage personal relationships, political contributions, and networking opportunities as standard intelligence-gathering tactics.
In April 2026, Swalwell’s political career faced another major crisis following investigations reported by the San Francisco Chronicle and CNN. As detailed in local coverage by ABC7 News and CalMatters, multiple women – including a former staffer – came forward alleging sexual misconduct, unwanted explicit communications, and assault.
A former staff member alleged that Swalwell engaged in non-consensual sexual acts in a hotel room while she was intoxicated, while other accusers described receiving explicit messages and inappropriate touching. At a Beverly Hills press conference, an additional accuser came forward with severe assault claims dating to 2018.
Following the announcement of a formal investigation by the House Ethics Committee, Swalwell had to resign from the U.S. House of Representatives.
These incidents demonstrate the need for stricter vetting procedures, enhanced security briefings for freshmen representatives, and tighter monitoring of political donations and intern placements linked to foreign organizations.
The revelations reveal that Swalwell poses an ongoing threat to national security. The intimacy of his relationship with Fang, an operative who reportedly engaged in romantic or sexual relationships with politicians, has compromised him. Therefore, there is a need for his immediate removal from Congress and as well as his removal from the House Intelligence Committee, since his remaining in office is unacceptable for someone targeted so directly by foreign intelligence.
The investigation into Christine Fang highlighted a growing concern among intelligence officials: foreign nations increasingly utilize non-traditional collection methods, including influence operations targeting state and local officials, to build long-term access. The Federal Bureau of Investigation has repeatedly warned that foreign powers, particularly the Chinese government, view political cultivation as a crucial component of their broader intelligence strategy.
Ultimately, the dual controversies – the intelligence vulnerability exposed by the Christine Fang operation and the subsequent sexual misconduct investigations – fueled persistent calls for Swalwell’s removal from office. His continued presence in Congress was seen as an unacceptable national security risk and ethics failure. While he initially retained his seat following the federal counterintelligence probe, the compounding scandals eventually led to his resignation, leaving a lasting debate over legislative security, personal conduct, and the vetting of national leaders.
The case serves as a key reference point in ongoing policy discussions regarding how the United States can better protect its legislative branch from clandestine foreign influence while maintaining open engagement with civic organizations and constituents.
