A Kenyan police official says two men arrested with a car bomb on Kenya’s coast were in contact with the plotters of the September terrorist attack on an upscale mall in Nairobi that killed at least 67 people.

The official, who insisted on anonymity because he is not authorized to speak with the media, said Monday that the vehicle was packed with 173 kilograms (381 pounds) of explosives and was meant to target a shopping mall in Mombasa.
