One of the most explosive news stories in recent memory and the media’s silence is deafening.
DataRepublican (data analyst Jennica Pounds) whose investigative work Elon Musk has publicly praised, is publishing the “Democracy Files,” a coordinated plan to declare the elected federal government illegitimate, shift power to governors, and use the ensuing crisis to rewrite America’s constitutional order.
This network is preparing the organizations, personnel and replacement, government proposals before the crisis, so it can move when it declares Washington illegitimate.
DataRepublican’s central allegation is that former USAID democracy officials have brought the overseas “regime change” playbook home—organizing to declare Washington illegitimate during a crisis and use that opening to restructure American government. That is her interpretation of the recordings and documents she has been releasing. Thread Reader App
The immediate window is the November 3, 2026 midterms and their aftermath, through January 3, 2027, when the new Congress is seated. Thed trigger would be an election dispute or constitutional crisis, not a fixed launch date.
Her reporting also describes preparations extending into the 2028 presidential election. This as an ongoing operation with the approaching midterms as its first major opening
Her thesis is that an organized network is preparing to turn a disputed election or constitutional emergency into an opportunity to replace the existing governing order. She describes the following sequence:
- Organize the opposition in advance. Former USAID democracy specialists develop the strategy, while an allied network coordinates protests, litigation and noncooperation.
- Establish private “red lines.” Identify actions that would justify declaring the federal government illegitimate, then monitor for those triggers through a situation room.
- Shift authority toward governors. Prepare states to withhold cooperation from federal officials, coordinate among themselves and potentially convene a third Continental Congress.
- Use the crisis to restructure government. Pursue a “Fourth Founding,” potentially including a new constitution.
- Build outside recognition and inside resistance. Later installments address foreign support and efforts to recruit federal workers into blocking actions.
The federal-worker component. In Part 8, she reproduces a message attributed to Paul Zeitz discussing consulting federal workers about obstructing agencies during emergencies, while requesting that it remain off a form. She also identifies the Federal Workers Alliance for Democracy as a RAD endorser and partner in a national deliberation initiative intended to produce structural reforms.
It certainly makes sense of Obama’s trips to Europe to meet with European leaders.

Here’s how the pieces fit together:
- The organizers: She identifies the Democracy Renewal Group, formed by former USAID personnel, and its Renew American Democracy initiative as the planning core. Renew to Thrive supplied much of the meeting material she says became publicly accessible. Thread Reader App
- The strategy: “Block, Bridge, Belong, Build.” Oppose the administration through lawsuits, protests and noncooperation; broaden support; then pursue structural changes to government. Her emphasis is on the final step: treating a constitutional crisis as an opportunity for a political refounding. Thread Reader App
- The trigger: Privately developed “red lines” would determine when the federal government should be considered illegitimate. The reported scenarios include an election breakdown, military intervention and refusal to seat elected members of Congress. Thread Reader App
- The proposed response: Organizers discussed governors assuming government functions, coordinating with one another and contacting foreign governments. The most consequential reported discussion concerns a possible third Continental Congress and a process outside the existing constitutional framework. Midpoint News
What makes the material more significant than ordinary anti-Trump organizing is the discussion of what would replace federal authority. According to the published examination of the clips, Danielle Reiff discussed using a crisis for structural transformation, including an “extra constitutional process.” Another participant explicitly acknowledged that an election could be clean yet produce a legitimacy crisis because a substantial part of the public distrusted it. That raises the central question: would actual misconduct trigger the response—or would widespread distrust be enough? Midpoint News
The later installments expand the argument:
- Mobilization: Part 6 highlights participants invoking Erica Chenoweth’s research on mass nonviolent resistance and the “3.5% rule.” DataRepublican presents this as evidence that organizers are consciously drawing on methods associated with successful resistance movements abroad. Thread Reader App
- Money and coordination: Part 9 alleges that these efforts sit within a much larger foundation-supported activist network, with the United Democracy Alliance coordinating the “blocking” side. Her broader claim is that existing protest infrastructure is being connected to a specific political contingency plan. Thread Reader App
- Foreign support and elections: Part 10 focuses on cultivating outside backing for a disputed American election; Part 11 alleges connections between the network and independent Senate candidates Dan Osborn and Brian Bengs. Those are allegations she is advancing, rather than independently established conclusions here. robmaness.com
The distinction to keep clear: the published material supports serious questions about private contingency planning, governors’ roles and ambitions for constitutional transformation. It does not, by itself, establish a coordinated coup, a plan to manufacture violence, or agreement by governors to carry it out. The reviewed recordings are excerpts, and their full context and provenance have not been independently established. Midpoint News
Her overarching accusation is: people claiming to defend democracy are preparing to decide, outside any public mandate, when the elected government loses its legitimacy—and what should take its place.
