The U.S. Department of Justice has instructed federal prosecutors in at least a dozen offices to draft potential criminal cases against the Open Society Foundations and its founder George Soros, based on an internal memo reported by The New York Times. The allegations involve material support for terrorism, wire fraud, and racketeering, connected to funding of groups linked to protests since 2016, following President Trump’s executive order on domestic terrorism networks.

The Trump administration has directed Justice Department prosecutors across the country to investigate whether George Soros’s grantmaking network has provided material support to terror groups.

Federal prosecutors were instructed to look into bringing charges of racketeering, arson, wire fraud, and material support for terrorism against Soros’ Open Society Foundations (OSF), according to a copy of a directive obtained by The New York Times. The organization has long been criticized by conservatives for financially backing left-wing causes.

“Everything is on the table right now,” Attorney General Pam Bondi said Thursday when asked about the report.

The directive was issued to U.S. attorneys in California, New York, Washington, D.C., Chicago, Detroit, and Maryland.

“This DOJ, along with our hard-working and dedicated U.S. attorneys, will always prioritize public safety and investigate organizations that conspire to commit acts of violence or other federal violations of law,” Justice Department spokesman Chad Gilmartin told the Times.

The directive cites a report from the Capital Research Center, a conservative watchdog group, which says that OSF has given more than $80 million to “groups tied to terrorism or extremist violence.”

That report said that OSF funded groups that “trained activists in property destruction and sabotage during the 2020 riots,” backed the violent Stop Cop City campaign in Atlanta, and instructed “activists in the use of false IDs, blockades, and economic disruption” to protest Israel.

In a statement, OSF said that the investigation was a “politically motivated” attack on “civil society.”

“The Open Society Foundations unequivocally condemn terrorism and do not fund terrorism. Our activities are peaceful and lawful, and our grantees are expected to abide by human rights principles and comply with the law,” the group said.

Calls to investigate and crack down on leftwing violence have increased after the assassination of conservative commentator Charlie Kirk. White House Deputy Chief of Staff for Policy Stephen Miller said that the administration would go after organizations like the Open Society Foundations that he accused of facilitating violence.

Last month, President Donald Trump called for Soros to be prosecuted, claiming the Hungarian-born New York billionaire and his son, Alex, backed violent protests across the country.

“George Soros, and his wonderful Radical Left son, should be charged with RICO because of their support of Violent Protests, and much more, all throughout the United States of America,” Trump wrote in a post on Truth Social. “That includes his Crazy, West Coast friends. Be careful, we’re watching you!”
