La Fédération internationale des droits de l’Homme (FIDH) est une organisation non gouvernementale qui lutte pour la protection des droits humains à travers le monde. Par « droits humains », il faut comprendre qu’elle défend tous les droits civils, politiques, économiques, sociaux et culturels tels que définis dans la Déclaration universelles des Droits de l’Homme. Un combat noble et important, d’où l’importance que ses membres et représentants soient irréprochables dans leurs actions présentes et passées, sur leurs réseaux, leurs relations et leurs implications militantes.

Pour mener à bien sa mission, la FIDH affirme, sur son site internet, avoir pour éthique l’indépendance et l’objectivité.

Pourtant, un détail (et non des moindres) vient contredire cette éthique et pointe directement l’un de ses membres. Il s’agit de l’ex vice-président de la FIDH, nommé secrétaire général en aout 2016 : Shawan Jabarin. Ce dernier est aussi le directeur général de l’association Al-Haq qui a participé, par exemple, à publier un rapport dévoilant les liens entre cinq établissements bancaires et d’assurances français et les colonies israéliennes. Ces liens permettraient, en autre, le maintien et le développement des colonies.

Alors qui est ce Shawan Jabarin ? Selon le site internet de la FIDH il est décrit comme un activiste des droits humains. De nationalité palestinienne, il s’est spécialisé dans les conflits du Proche Orient. Ainsi, à travers les deux organisations où il occupe un poste important, il défend les droits du peuple palestinien. Si la FIDH prend soin d’énoncer ses différentes actions en tant que militant des droits humains, elle omet, étrangement, quelques évènements passés qui seraient susceptible de décrédibiliser son combat.

En effet, en 2007, dans le cadre de son combat pour la libération du peuple palestinien, Shawan Jabarin porte plainte devant un juge israélien contre un commandant de l’armée israélienne pour l’avoir empêché de quitter la Cisjordanie afin de se présenter à un congrès de paix et de justice en Allemagne.

Sur la décision de justice, on peut lire que Shawan Jabari est décrit par le juge comme « Doctor Jekyll and Mister Hyde » tout en justifiant que ce dernier « peut à la fois être le directeur d’une association de protection des droits humains, tout étant par moment, un membre d’une organisation terroriste n’ayant aucun scrupule à tuer et qui n’a donc rien à voir avec la défense des libertés fondamentales ».

Après plusieurs recherches, il apparait effectivement que Shawan Jabarin a été condamné en 1986 par le tribunal militaire de Ramallah ( à cette époque il n’y avait pas de territoires autonomes Palestiniens) à deux ans de prison pour son implication dans la branche armée du front populaire de libération de la Palestine, mouvement placé sur la liste officielle des organisations terroristes par l’Union Européenne et les États-Unis.

Les intentions de Jabarin dans la publication des différents rapports et ceux qui impliquent son adversaire désigné (Israël), l’indépendance et l’objectivité dont se réclame la FIDH semblent sévèrement touchées par ces révélations.

La FIDH fait-elle les enquêtes nécessaires au sein de ses propres membres ? La FIDH était-elle au courant du passé subversif de son secrétaire général ? A cette question, un interlocuteur de la FIDH que nous avons eu au téléphone (qui n’a pas voulu indiquer son identité) nous a répondu: « c’est de notoriété publique que c’est un ancien du FPLP, si j’ose dire, ce qui évidement est erroné, c’est repris dans absolument tous les médias en ligne pro-gouvernement israélien de façon absolument systématique ». Signalant à notre interlocuteur que chez LeWeek on ne roule pas pour un gouvernement mais pour l’information, que des documents certifiaient nos dires et que nous prenions en compte ses déclarations, ce dernier précise alors « ce que je viens de vous dire, n’est même pas en off, mais rien du tout, ce n’est absolument pas une déclaration c’est la conversation d’un standard à un bureau d’accueil ».

Nous attendons toujours le coup de fil, non pas du standard mais du service de presse de la FIDH.
