The bill would enhance foreign funding disclosure requirements for American colleges and universities. Lawmakers first introduced the Deterrent Act in October 2023, and the House of Representatives passed the bill with bipartisan support by a vote of 246-170 during the previous Congress. However, the bill never made it to the Senate floor.

Rep. Michael Baumgartner (R-WA), one of the bill’s co-sponsors, notes that by pumping cash into campuses across the country, American adversaries are able to “stifle academic freedom,” spread propaganda, and gain access to valuable intellectual property. China pursues this strategy aggressively. “The current system has allowed foreign adversaries to infiltrate our colleges and universities,” explained Rep. Tim Walberg (R-MI), chairman of the House Education and Workforce Committee. “Congress is taking action because it is imperative that we hold these universities — which have turned a blind eye for too long — accountable and bring to light malignant foreign entities lurking in our schools.”

The DETERRENT Act finally brings transparency to the financial ties U.S. colleges have with foreign entities. Our adversaries EXPLOIT these ties to indoctrinate students and undermine U.S. national security.

It’s unacceptable that Qatar’s regime – the same one that offers shelter and protection to top Hamas terrorists – has been able to pour billions into places like Yale, Georgetown and Cornell – much of it undisclosed!

It took an outbreak of campus demonstrations celebrating Hamas’s October 7, 2023 Jew-killing spree to get Congress focused on the problem of unaccountable foreign money flowing from adversarial countries to U.S. colleges.

Now Rep. Michael Baumgartner (R-WA) and Tim Walberg (R-MI), the Chairman of the House Education Committee have introduced a bill that will help immeasurably – HR 1048, the Defending Education Transparency and Ending Rogue Regimes Engaging in Nefarious Transactions (DETERRENT) Act.

The DETERRENT Act would lower the disclosure threshold from $250,000 to $50,000, close loopholes universities have used to conceal donations and increase penalties for colleges that refuse to honor their legal obligation to be transparent.

House Majority Leader Steve Scalise (R-LA) has announced that the House of Representatives will vote on the DETERRENT Act as soon as tomorrow. Now is the time to rush the message to your House representative to vote for HR 1048, the DETERRENT Act.
