Even Tim Scott says that Pence did the right thing by making his own decision in regard to certification.
I wouldn’t hold that against him. It was his decision.
2024:
as a separate issue, Mr. Pence did pledge to support the nominee of his party during the debates, so the base of that party has a basis to criticize him there.

The US Constitution doesn’t even mention Governors–they have no role in deciding Presidential election outcomes. It gives exclusive power to the State Legislatures. It doesn’t even hint at popular elections.
It requires the electors to “sign and certify, and transmit sealed to the seat of the government of the United States, directed to the President of the Senate;
“The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted;”
The VP, the traitor Pence, had no Constitutional authority to open the certificates before the counting in the Joint Session of Congress. He also had no authority to ask the governors their opinions, and the Governors have no role to play. He could have, without opening the signed and certified counts, laid the question of which to use, if any, before the State’s full Legislature.
The unconstitutional law that Pence used had been passed after the Civil War when the former Confederate States had Union-appointed military Governors. The law was to prevent the citizens of the former Confederate States from having a voice in the Presidential election. Pence used it to throw the election to the Democrats.
Because no case was brought before the courts by a State Legislature, SCOTUS never received one to which it could give standing.
