Trump moves to exclude undocumented immigrants from census
President Trump on Tuesday signed an executive order to prevent illegal immigrants from being counted for the purposes of re-drawing congressional districts after the 2020 census — reheating a fiery debate from last year on if illegal immigrants should be counted in the census.
placeholder“There used to be a time when you could proudly declare, ‘I am a citizen of the United States.’ But now, the radical left is trying to erase the existence of this concept and conceal the number of illegal aliens in our country,” Trump said in a statement accompanying the apportionment memorandum on “Ensuring American Citizens Receive Proper Representation in Congress.”
“This is all part of a broader left-wing effort to erode the rights of Americans citizens, and I will not stand for it,” he said.
The order says that for the purposes of reapportionment, “it is the policy of the United States to exclude from the apportionment base aliens who are not in a lawful immigration status…to the maximum extent feasible and consistent with the discretion delegated to the executive branch.”
Census counts are used to determine the allocation of seats in the House of Representatives, the number of electors in the Electoral College and hundreds of billion dollars of federal spending. However, it is not clear how the administration would determine who was in the country illegally since the census currently does not either include a citizenship question, or the additional question about legal immigration status.
“Today’s action to exclude illegal aliens from the apportionment base reflects a better understanding of the Constitution and is consistent with the principles of our representative democracy,” Trump said. “My Administration will not support giving congressional representation to aliens who enter or remain in the country unlawfully, because doing so would create perverse incentives and undermine our system of government. Just as we do not give political power to people who are here temporarily, we should not give political power to people who should not be here at all.”
The order, giving justification, says that the Constitution “does not specifically define which persons must be included in the apportionment base.”
“Although the Constitution requires the ‘persons in each State, excluding Indians not taxed,’ to be enumerated in the census, that requirement has never been understood to include in the apportionment base every individual physically present within a State’s boundaries at the time of the census,” the order says.
“Instead, the term ‘persons in each State’ has been interpreted to mean that only the ‘inhabitants’ of each State should be included,” it says. “Determining which persons should be considered ‘inhabitants’ for the purpose of apportionment requires the exercise of judgment.”
It then says that that discretion “delegated to the executive branch to determine who qualifies as an ‘inhabitant includes authority to exclude from the apportionment base aliens who are not in a lawful immigration status.”
The order cites estimates that “one state” (apparently referring to California) has more than 2.2. illegal immigrants, six percent of its population. It argues that, as a result, including illegal immigrants in the population for apportionment could result in the allocation of two or three more congressional seats than if they were not included.
It comes as part of an ongoing push by the Trump administration to make sure that illegal immigrants are not included in the census. The order will likely be subjected to a legal challenge from immigrant activist groups and others, with Democrats saying on Tuesday that they would oppose the order.
“The Census is a pillar of our democracy, enshrined by our Founders to ensure that all people who live in the United States, regardless of citizenship, are equally counted and represented. Yet, by seeking to exclude undocumented immigrants from being counted in the 2020 Census, the President is violating the Constitution and the rule of law,” House Speaker Nancy Pelosi, D-Calif., said in a statement.
“The Constitution is clear: it requires an ‘actual Enumeration’ of the ‘whole numbers of persons’ for the population count and congressional apportionment. There is no ambiguity about its command,” she said. “Trump’s unlawful effort is designed to again inject fear and distrust into vulnerable and traditionally undercounted communities, while sowing chaos with the Census.”
The Supreme Court last year blocked a citizenship question from being included in the census and sent the question back to the lower courts after concluding the Trump administration’s reasoning for including such a question was insufficient. It had been opposed from Democrats and immigrant groups on the basis that it could discourage immigrants from responding.

Attorney General Bill Barr said at the time that the information collected via the executive order could be useful in determining the makeup of the Electoral College and congressional apportionment.
“That information will be used for countless purposes. For example, there is a current dispute over whether illegal aliens can be included for apportionment purposes. … We will be studying this issue,” Barr said.

Because once you abandon the ‘born equal’ idea, you are in immediate logical quicksand. And you drown. If someone is ‘born worse’, then what? How much do you push them up? And in what way? Immediately, no one will agree on HOW to ‘push them up’. Goldwater opposed the 1964 Civil Rights Act for similar reasons. It sounds ‘nice’ to force ‘equality’ on people, but how does one do it? There are no logical guidelines, just some mushy ideas about ‘being nice’. The black economist Thomas Sowell argues that affirmative action has never worked, and he is right. The only logical way to create equal opportunity is to stop pushing some people down.
For example, women started the climb to equality when we stopped pushing them down. It was never a good idea to push them up above men, or push then onto pedestals, or any of that bunk.

It destroyed their family and replaced dad with the government. It held them down. They basically told them they were good for nothing and look to government for your paycheck. Others that ignored that fared better in life.
Later, they didn’t gain anything when standards were lowered for them, based on skin color became the main qualification over merit. Now when you have a medical person or someone else trying to help you with something, you have to wonder, are they capable or only in that position because of their skin color?
Diversity quotas are alive, well and thriving while while whites and Asians are excluded more and more simply because of their skin color. Muslims get a pass simply because of their religion while Christians are discriminated against simply because of their religion. I think Jews were once discriminated against too in medical schools because the left thought there were too many of them and they earned it based on merit.
What is so scary about MERIT? Isn’t it about soft bigotry? They are assuming a non white or Asian person, can’t compete unless they are elevated only because of their skin color, religion or ethnicity? They are creating a scary world out there…

Felix: Yes good points. Harvard even has a card system for admissions. Being black draws the black card, worth several points, the Muslim card is worth several, females are worth some, Jewish is only a few, white males get nothing, etc. Then the admissions board adds up the cards to get a points total. Crazy, stupid and illogical, that fixes nothing.

Someone (or several) being paid by South Tampa Firm, Watkinses, with influential dealings in Republican political campaign registration reports etc. and 4. collective group sharing the account by open-source military-intelligence agency.
Look for: “wwg1wga”(where we go 1 we go all); “You are the news now”; “Enjoy the show”; “Calm before the storm (CBTS)”; “Nothing can stop what is coming” FYI: a Bellevue WA police officer used wwg1wga in his post just after defending Bellevue Square when it was attacked by Antifa during the Seattle CHOP occupation. The cop was terminated for his post.

Years ago illegal aliens were not allowed to be counted in a census. How Roberts could decide that question on citizenship couldn’t be asked when it was asked in the past screams of corruption!

Imagine if only one state (i.e. California) opened it’s borders to all of the peoples in Cuba or Venezuela or Iran or Communist China and it quadrupled it’s current “population” numbers with illegals… they could turn that single state into a Communist hell hole quickly… overturn it’s legitimate U.S. laws and norms… gain more US Representatives… gain more people to vote in their U.S. Presidential nominee and ALL of it would upturn the balance of power from the rest of the 49 states to do whatever it wished. The other 49 would be Communist Serfs with NO SUBSTANTIAL REPRESENTATION at all to counter it. THAT’S what could happen IF you counted “all people”, including non-citizens, within our borders.

What’s the problem with that much support? Well, the average household income in America is just over $50,000, which averages out to $137.13 a day.
To put it another way, being on welfare now pays the equivalent of $30.00 an hour for 40 hour week, while the average job pays $24.00 an hour.
Blacks who consider themselves African should thank GOD that their ancestors had the good fortune to be on a boat to America where they were saved from being sold and killed by the Arab-moslem slave traders. Consider the number of well off black citizens, many millionairs, billionairs, government officials, judges, mayors, police. CEO’s etc,etc. How ungrateful they are for their very lives in America
