WASHINGTON – A razor-thin majority of Senate Republicans on Friday voted against a Democratic proposal to admit additional witnesses and documents into President Donald Trump’s impeachment trial.
The final tally was 51 votes against the motion, and 49 in favor.
The vote dashed Democrats’ hopes of hearing testimony from former Trump national security advisor John Bolton, and it shifted the weeks-long trial into its final stages.
Two Republican senators, Susan Collins of Maine and Utah’s Mitt Romney, broke with their party in order to join Democrats in voting to admit additional evidence, but the majority, 51 Republicans, did not.
Democrats had needed at least four GOP senators to vote with them, and they fell short of that threshold by two votes.
Following the adjournment of the Senate on Friday, McConnell requested a recess, likely in order to continue ongoing negotiations between the White House, Senate Republicans and to a lesser extent, Senate Democrats, over the next steps in the trial.
Senate Minority Leader Chuck Schumer called the vote “a perfidy, it’s a grand tragedy, one of the worst tragedies that the Senate has ever overcome.”
A bitter defeat for Democrats
Democrats, led by impeachment manager Rep. Adam Schiff of California, had fought tooth and nail over the past week to persuade moderate Republicans to join them in admitting new evidence from key witnesses who did not testify in the House.
More than any other individual, Democrats had hoped to include new testimony from Bolton. A career conservative foreign policy hawk, Bolton has reportedly written in a manuscript of a memoir that Trump told him last summer he intended to withhold nearly $400 million in U.S. foreign aid to Ukraine until Kyiv agreed to announce investigations into the president’s political opponents.
Democrats saw Bolton as a crucial missing piece of the puzzle about what happened last year with Ukraine. Bolton has also said he would be willing to testify, something other officials, like acting White House Chief of Staff Mick Mulvaney, have not.
“If you want to know if the Ukrainians felt pressure [from Trump], call John Bolton as a witness,” House impeachment manager Rep. Jason Crow, D-Colo., said on Friday, shortly before the vote.
On Thursday, Schiff launched a last-minute effort to sway Republican senators by offering to limit any additional evidence presentation to one week.
But Senate Majority Leader Mitch McConnell has made no secret of his desire to conclude the Senate trial as soon as possible, and Schiff’s offer was never seriously entertained by Republicans in the Senate.
The House voted to impeach Trump in December on two articles, abuse of power and obstruction of Congress, both stemming from Trump’s handling of the U.S. relationship with Ukraine. The president has denied any wrongdoing.

Republican Utah state Rep. Tim Quinn has introduced a bill in that state’s legislature that would allow voters to recall U.S. senators — a possible swipe at Utah Sen. Mitt Romney, despite Quinn saying the bill isn’t targeted at anyone in particular.

This, apparently, is NOT over. Do you know what the presiding justice did, I think, Thursday? He REFUSED to read Senator Paul’s question!!!! I’ve read that it names the “alleged” Ukraine whistle-blower. NOW, the detestable Schiff has requested that Justice Roberts make decisions about “material facts”–witnesses and documents!!! Guess what happens if Roberts agrees???!?!?!

Agree. Pau’s question never mentioned the term whistleblower only named corrupt people plotting against the president, I think that is called a coup and in other countries would call for arrest and imprisonment. It was a legitimate question and should have been answered. Roberts should be removed. How come he was chosen?

This impeachment charade has taken FAR too much time, attention, and space (news sites). Something very important, for the entire world, occurred. Brexit has finally occurred. FINALLY. I was really hoping that some democrate would vote his/her conscience instead of being intimidated by the party leaders. That party is completely lost. But the republicans are also. So much hate and petty nonsense. Our country deserves better. And one of the s’s said the “facts” will continue to trickle in, or something to that effect, I guess he means Bolton’s book and the NYT. I hope Trumps team sharpens up and plays a little more dirt on Bolton, Schiff and others who are using this after publicly stating Bolton is unreliable. Fire with fire.

It was up to congress to call witnesses. Schiff et al would not allow the president to present a defence or cross examine. In fact the president’s defence was not even allowed to be present for days of closed door testimony. The Dems also refused all the Republican requests for witnesses. Now they squeak and cry about “unfair” and lack of witnesses. Not too happy about being drunk with power and waking up in a strange room wearing a skirt and wondering where are your pants. Talking about you, Schiff.
That the Dems called a fair hearing. Yea, right. Now that they can’t get what they want and to run the show again, its unfair and a sham. Yea, right.
There were witnesses. The Dems showed video of testimony from their congressional witnesses, or what they call witnesses who actually witnessed nothing, But their witnesses have feelings about what they thought the president was thinking , beliefs what the president must have been thinking, presumptions of the president’s motives, and fairy tales. The only conspiracy they didn’t mention is where Jim Morrison and Elvis are hiding out – together.
The Dems were missing Elizabeth Warren in headdress telling the world that she was present and knows the truth. She is such a dreamer; must be all that peyote she ingests for tribal ceremonies and shared with Pelosi, Nadler and Schiff. She is almost as much a prevaricator as Schiff – it seems that everything he and she says is a lie, especially about Trump.
