‘Scratching the surface’: Education Department uncovers $1.3B in foreign university funding

Education Secretary Betsy DeVos told the Washington Examiner she had launched a preliminary investigation into six universities but already turned up an alarming $1.3 billion in foreign funding over the past seven years from nations such as China, Russia, and Qatar that the schools hadn’t told the federal government about, despite their legal requirement to do so.

“It is already a reporting requirement for schools to report all foreign contributions. From my perspective, it’s a simple requirement: Report all foreign money you get.” DeVos said. “We’re going to continue to raise the flag on this, and we think, just given what we’ve seen scratching the surface, there’s a lot there that has gone undetected.”

DeVos said foreign funding is an administration-wide national security concern.

“We’re raising this issue and letting schools know that we’re going to be paying attention in ways that hasn’t happened before,” she said.

In a seven-page letter to the Senate Permanent Subcommittee on Investigations, the Education Department said the six investigations, still in their early stages, have revealed what acting general counsel Reed Rubinstein called “disturbing facts.” Rubinstein did not name the universities associated with each finding, citing the department’s general policy not to comment on the status or results of current investigations. But the universities under review are Georgetown, Texas A&M, Cornell, Rutgers, the University of Maryland, and the Massachusetts Institute of Technology.

China’s secretive influence on campus figured most prominently.

“One university received research funding from a Chinese multinational conglomerate to develop new algorithms and advance biometric security techniques for crowd surveillance capabilities,” Rubinstein said.

China has developed advanced surveillance technology, often with international funding from U.S. companies. The country has drawn attention for its capabilities during recent high-profile incidents such as pro-democracy protests in Hong Kong and surveillance of the country’s Muslim minority population, especially ethnic Uighurs in Xinjiang province, where 1 million or more have been sent to reeducation camps.

The Education Department investigation also revealed five of the six universities had or have contacts with Huawei, a Chinese telecommunications company that the U.S. intelligence community deemed a national security threat, the FCC banned from federal broadband subsidies, and the Justice Department is prosecuting for allegedly evading sanctions, stealing trade secrets, and obstructing justice.

The investigation also showed one university had multiple contracts with the ruling Chinese Communist Party’s Central Committee, and one university also received gifts from a foundation “suspected of acting as a propaganda and influence front” for the Chinese government. Another promotes a Thousand Talents Program, which the FBI deems a Chinese form of “nontraditional espionage,” through a Chinese company with close ties to China’s government.

And China wasn’t the only country of concern. The investigation showed one university had a relationship with Kaspersky Lab, a Russia-based cybersecurity company whose products the Trump administration has banned government agencies from using amid concerns it worked with Russian intelligence. The attorney also cited court filings that show Qatari donations are made strategically to advance Qatari interests and that secrecy is often part of the agreement in receiving those funds.

“Apparently, similar provisions are often part of foreign money agreements,” Rubinstein wrote. “Unfortunately, the Department cannot confirm whether donors and recipients use such provisions to justify nonreporting and nondisclosure of foreign source donations to the U.S. government and the American taxpayers.”

The investigation also revealed “one university accepted funds from the arts of a foreign government to create an ‘academic’ center expressly for the dissemination of propaganda and to conduct other ‘soft power’ information activities” without specifying the country.

“The evidence we have reviewed to date tracks congressional findings that American colleges and universes have provided unprecedented access to foreign governments, corporations, and persons without adequate oversight,” Rubinstein told the senators.

Sens. Rob Portman and Tom Carper, who lead the subcommittee, released a 109-page bipartisan report in November concluding foreign countries “seek to exploit America’s openness to advance their own national interests” and “the most aggressive of them has been China.” It revealed China used its Thousand Talents Program over the past two decades to exploit access to U.S. research labs and academic institutions. “China unfairly uses the American research and expertise it obtains for its own economic and military gain,” they said, criticizing the federal government’s failure to combat the problem.

“These failures continue to undermine the integrity of the American research enterprise and endanger our national security,” the senators on the subcommittee said.

The subcommittee released an initial report in February warning about foreign funding and Chinese influence both in K-12 classrooms and university campuses nationwide. The report concluded that “the Department of Education does not conduct regular oversight of U.S. schools’ compliance with required foreign gift reporting.” In response, the Education Department sent letters in May to the roughly 3,700 universities, reminding them of their “important obligations” under the law.

The department then pushed for further details from six universities this summer. The Federal Register shows the Department of Education sent letters to Georgetown and Texas A&M in June, Cornell and Rutgers in July, and the University of Maryland and MIT in September, expressing concern that reporting done by the universities “may not fully capture” all their foreign funding.

Department Of Education Going After Elite Colleges For Allegedly Taking And Hiding Foreign Cash

The Department of Education has launched an investigation into foreign cash secretly flowing into U.S. universities and sent letters to Georgetown University and Texas A&M Thursday.

A Senate report found that 70 percent of colleges that took money from a Chinese propaganda program broke the law by not disclosing it most all of the colleges contracted to shape U.S. textbooks on the Middle East received massive funding from countries in the region..

The Department of Education is going after U.S universities over supposed ties to foreign governments, after some allegedly took huge quantities of foreign cash and hid it from regulators.

At the top of the list are Georgetown University and Texas A&M, which have taken hundreds of millions of dollars from the government of Qatar, a middle eastern nation with suspected links to international terrorism.

(HARVARD and YALE loaded up on it too!)

Both schools received letters from the Department of Education Thursday saying they should have disclosed that funding but their filings “may not fully capture” the activity, the Associated Press reported. The letter warned that they could be referred to the attorney general to “compel compliance.”

Georgetown was also asked about possible ties to Russian cybersecurity firm Kaspersky Lab, as well as Saudi Arabian money. Both schools were ordered to disclose funding from Huawei and ZTE, Chinese firms suspected of spying.

In February, a Senate investigative subcommittee released a bipartisan, 100-page report that found that not only had China been pouring money into the U.S. for a program linked to propaganda efforts, a huge percentage of U.S. colleges had violated the law by hiding the money.

“Since 2006, the Subcommittee determined China directly provided over $158 million in funding to U.S. schools for Confucius Institutes,” the report said. “The Department of Education requires all post-secondary schools to report foreign gifts of $250,000 or more from a single source within a calendar year of receiving them. Despite that legal requirement, nearly 70 percent of U.S. schools that received more than $250,000 from Hanban failed to properly report that amount,” it continued.

Yet the Department of Justice told Senate investigators it had no indication that the Department of Education has ever tried to take U.S. colleges to court for allegedly violating the law.

So-called “Confucius Classrooms” funded by China have grown rapidly even though they were touted as a weapon by China’s former minister of propaganda. Teachers also committed rampant visa fraud, and China blocked the U.S. from creating a reciprocal program in that country, the report said.

During a 2018 congressional hearing on China’s activities in U.S. universities, FBI Director Christopher Wray said
“I think the level of naïveté on the part of the academic sector about this creates its own issues.”

In March, security experts said that Chinese hackers had infiltrated a web of U.S. universities and stolen military research from them. “They are a full-fledged operation,” an expert told the Wall Street Journal. “And they are not going anywhere.”

Qatar
Georgetown is cooperating with the investigation and “takes seriously its reporting obligations and provides all information as required by the Department of Education every six months,” the school told the Associated Press.

The Daily Caller News Foundation asked the school for information about its foreign funding and how it might give other countries influence over the curriculum several times in recent months, but the school refused to answer.

In Texas, even though information about donors to the public university is supposed to be public, when a lawyer filed a Freedom of Information Act request, Texas A&M refused to turn over the records. Instead, the school alerted Qatar, which hired a politically-connected law firm that took legal action to tie up the request, documents reviewed by the Daily Caller News Foundation show.

Georgetown has received nearly $333 million from Qatar since 2011.

For a nation seeking sway over the U.S., Georgetown University would be a particularly tactical site of influence. The D.C. university, located near the State Department, trains many of the United States’ future diplomats at its Walsh School of Foreign Service (SFS).

Its website notes that “At SFS, you can study with former Secretaries of State” and access “connections to diplomats from just about every country, and of course, the seat of the U.S. government. Our location gives SFS the extraordinary opportunity for us to engage (and sometimes even influence) the debates that lead to real action.”

Saudi Arabia
The Department of Education’s letters are part of a broader forthcoming inquiry that will put numerous universities in the crosshairs for their ties to multiple foreign powers. One mentioned in the letter to Georgetown is Saudi Arabia.

A Saudi royal gave Georgetown $20 million to set up the Center for Muslim-Christian Understanding, which has appropriated social-justice language to push a Saudi-centric agenda to students. (RELATED: Before Killing of Writer, Elite U.S. Universities Took $600M From Saudi Arabia)

CMCU’s website says it “reframes ‘Islamophobia’ as ‘anti-Muslim racism’” sharing an enemy in “white supremacy” with other U.S. minority groups. It talks about “resisting anti-Muslim racism” using “hip hop.”

(Sound familiar?)

Georgetown received the Arab money at the same time that it was tasked by the U.S. government with shaping how K-12 textbooks treated the Arab world. In fact, an analysis by TheDCNF found that 12 of the 16 schools empowered to shape understanding of the Middle East in this way received money from Muslim nations.

In each case, the foreign money dwarfed the amount of the U.S. contract. The contracts are part of a Cold War-era program called Title VI that pays colleges to help students better understand international relations. It was originally intended to help prepare a cadre of intelligence agents and diplomats.

In 2008, a congressman asked Georgetown if it had ever written any reports critical of Saudi Arabia since receiving the funds. Georgetown did not answer the question in a statement quoted by The Washington Post in an article on the Virginia Republican’s letter.

Jonathan AC Brown, who serves as director of the CMCU, has defended slavery because the prophet Muhammad had slaves, and his father-in-law was convicted of providing material support to terrorists. On his Twitter feed, Brown has espoused radical political positions and has said Muslims who alert the FBI about other Muslims should be ostracized.

Zuberi told associates that his donations to Republicans were a way to pay for further access to politicians, according to The New York Times.

Universities and so-called educators love saying the foreign students enrich the schools. Actually, the foreign students take what they can, for the most part remain amongst themselves, smile and accept help, but leave and say goodbye having soaked up what they could. Its only their home nations that benefit. There is no benefit to the country that is educating them.

I have seen this from my years in university and from my too many years working at one. I saw (in my department and again in my faculty) special funding added to the native student’s tuition to help offset the expenses of foreign students, and also charging tuition at the rate of the foreign student’s home, which meant students from France paid zero. Oh joy.

For every foreign student (and there were more and more every year) a student native to the country lost a place.

Some of the foreign students arrived only because they came from über wealthy families, not because of their academic abilities.

One girl I met went on about her parents deserving a break for her tuition. Back home tuition was many times greater. So why were we financing her desire to become a doctor through foreign student supplements?

The very textbooks from which our children are taught American history and Western civilization are controlled by the jihadists through the textbook publisher Pearson.
