The Hamas-linked Council on American-Islamic Relations (CAIR) is routinely presented in the mainstream media as a civil rights organization. Its consistent pattern of encouraging Muslims not to cooperate with law enforcement is never mentioned. Reporters citing CAIR as a source or authority almost always fail to mention that CAIR is an unindicted co-conspirator in a Hamas terror funding case — so named by the Justice Department. During that case, a captured internal document of the Muslim Brotherhood was released, naming CAIR’s parent organization, the Islamic Association for Palestine, as one of its allied groups, and explaining that the mission of Brotherhood groups in the U.S. was “eliminating and destroying Western civilization from within and sabotaging its miserable house by their hands and the hands of the believers so that it is eliminated and Allah’s religion is made victorious over all other religions.”
The media’s general silence about their terror-linked background has enabled them to infiltrate the highest levels of the political and cultural spheres.
CAIR operatives have repeatedly refused to denounce Hamas and Hizballah as terrorist groups. Several former CAIR officials have been convicted of various crimes related to jihad terror. CAIR’s cofounder and longtime Board chairman (Omar Ahmad), as well as its chief spokesman (Ibrahim Hooper), have made Islamic supremacist statements. CAIR has opposed every anti-terror measure that has ever been proposed or implemented. Its California chapter distributed the poster above telling Muslims not to talk to the FBI, and its officials have told Muslims not to cooperate with law enforcement.
CAIR has a long record of duplicity and deception. Although it has received millions of dollars in donations from foreign Islamic entities, it has not registered as a foreign agent as required by the Foreign Agents Registration Act (FARA), despite spreading Islamic supremacist propaganda within the United States.
Although it presents itself as a civil rights group, CAIR actually has numerous links to Islamic supremacist and jihad groups. CAIR founders Omar Ahmad and Niwad Awad (who still serves as CAIR’s executive director), were present at a Hamas planning meeting in Philadelphia in 1993 where they and other Hamas operatives conspired to raise funds for Hamas and to promote jihad in the Middle East. CAIR has steadfastly refused to denounce Hamas and Hizballah as terrorist groups.
Several former CAIR officials have been convicted of various crimes related to jihad terror:
- Ghassan Elashi, founder of CAIR’s Texas chapter, in 2009 received a 65-year prison sentence for funneling over $12 million from the Islamic charity known as the Holy Land Foundation to the jihad terrorist group Hamas, which is responsible for murdering hundreds of Israeli civilians
- Mousa Abu Marzook, a former CAIR official, was in 1995 designated by the U.S. government in 1995 as a “terrorist and Hamas leader.” He now is a Hamas leader in Syria.
- Randall Royer, CAIR’s former civil rights coordinator, in 2004 began serving a 20-year prison sentence for aiding al-Qaida and the Taliban against American troops in Afghanistan and recruiting for Lashkar e-Taiba, the jihadist group responsible for the 2008 Mumbai jihad massacres.
- Bassem Khafagi, CAIR’s former community relations director, was arrested for involvement with the Islamic Assembly of North America, which was linked to al-Qaida. After pleading guilty to visa and bank fraud charges, Khafagi was deported.
- Rabih Haddad, a former CAIR fundraiser, was deported for his work with the Global Relief Foundation (which he co-founded), a terror-financing organization.
In 1998 Omar Ahmad, CAIR’s co-founder and longtime Board Chairman, said: “Islam isn’t in America to be equal to any other faith, but to become dominant. The Koran should be the highest authority in America, and Islam the only accepted religion on Earth.”
After he received unwelcome publicity as a result of this statement, Ahmad denied saying it, several years after the fact. However, the original reporter, Lisa Gardiner of the Fremont Argus, stands by her story.
CAIR’s spokesman Ibrahim Hooper once said: “I wouldn’t want to create the impression that I wouldn’t like the government of the United States to be Islamic sometime in the future.”
In this latest horror, Muslim cleric and brother of CAIR executive Zahra Billoo, who is also not shy about anti-Jewish sentiments and support for terror, frequently appears alongside her brother at events across California, did the following:
While waiting at Ben Gurion Airport in Israel, following a trip to the Al Aqsa Mosque in Jerusalem, California imam Ahmed Billoo (also known as Ahmed Ibn Aslam), wrote on his private Facebook account that he was “feeling annoyed” about his location. He offered a prayer to deal with the surfeit of Jews in the building:
“Oh God, reduce their numbers, exterminate them, and don’t leave a single one alive.”
He added the hashtag “Zionists.”
He seemed palpably relieved to arrive in Istanbul the next day, writing “So good to be in a Muslim country” and “#TiredofSeeingZionists.”
Billoo is a prominent cleric in California, and part of a prominent Islamist family. He works as the religious director at the Islamic Center of Cypress, serves as a “professor” at California Islamic University, and is a teacher at the Institute of Knowledge, a seminary that offers religious advice to Muslim students and trains the next generation of imams. Its faculty includes prominent clerics from the hardline Salafi and Deobandi strains of Islam.
A 2007 article in the Jewish Journal refers to an Ahmed Billoo (also from Alhambra, home of the Billoo family) as the then-President of Cal State Long Beach’s Muslim Student Association, and quotes him expressing support for suicide bombings in Palestine, adding that “Islam justifies” such attacks.
But Ahmed Billoo is a lesser-known Billoo. His sister, Zahra Billoo, is director of the San Francisco branch of the Council on American-Islamic Relations (CAIR), and an important figure in the Women’s March movement. Zahra Billoo, who is also not shy about anti-Jewish sentiments and support for terror, frequently appears alongside her brother at events across California.
Ahmed Billoo is tasked with teaching young Muslims about Islam and training the next generation of American Muslim clerics. Some might consider it rather alarming, then, that someone in such a position of responsibility is also calling for the mass extermination of Jews.
CAIR Exec’s Brother Makes Facebook Post About Killing Jews

The brother of a prominent CAIR executive wrote about killing Jews on Facebook while waiting for a plane at Israel’s David Ben Gurion Airport after a trip to Jerusalem’s Al-Aqsa Mosque, the Middle East Forum’s Sam Westrop found.
Ahmed Billoo, known on Facebook as “Ahmed Ibn Aslam,” is Zahra Billoo’s brother. She is executive director for the Council on American-Islamic Relations’ (CAIR) San Francisco-Bay Area office and also is known for her frequent anti-Semitic outbursts. Ahmed Billoo is the religious director of the Islamic Center of Cypress and a professor at California Islamic University. He also teaches at the Institute of Knowledge, which Westrop identifies as a seminary that has other faculty from a hardline Salafist/Deoban ideology.
“Oh God, reduce their numbers, exterminate them, and don’t leave a single one alive,” Billoo wrote in an Arabic post featuring the hashtag “#Zionists.”
Once Billoo reached Istanbul he posted, “So good to be in a Muslim country,” with the hashtag “#TiredofSeeingZionists.”
This is nothing new for Billoo. Westrop notes that The Jewish Journal describes an Ahmed Billoo from Alhambra, Calif., Billoo’s home, who said that suicide bombers should be looked at on a case-by-case basis. He was president of the California State University Long Beach Muslim Student Association at the time.
Imam Faisal Ahmed, who heads the New York-based Fiqh Institute, replied to Billoo saying, “Ameen!!! Wow you were at the place where Eesa [Jesus] will slay the Dajjal [Anti-Christ]! Oh Allah make it happen soon make it happen soon. Destroy the forces of kufr [non-Muslims] and cause Emaan [faith] in you to spread throughout the earth Ameen!”
Several individuals belonging to leading U.S. Islamist groups showed their approval by liking Billoo’s post. These included American Muslims for Palestine (AMP) Associate Director of Outreach & Grassroots Organizing Taher Herzallah, who affirmed his belief in Israel’s destruction last November.
“Now, Zionists claim that voicing this statement erases them and threatens their project. They interpret it as meaning the destruction of Israel. If giving Palestinians their right to live freely means the destruction of Israel, then so be it,” Herzallah wrote on Facebook.
CAIR California board member Abdelhamead Ibrahim, who also is an activist in Zahra Billoo’s CAIR SFBA subchapter, also liked the post, so did Dalen Carter, an events and outreach assistant with CAIR Los Angeles.
CAIR and its allies like saying they oppose Israel’s policies, but their embrace of posts like this serve as a reminder that Jew hatred lurks beneath the propagandistic façade.
