Antonio Guterres : This is the man who provided the blueprint for the controversial migration pact.

Antonio Guterres was concerned with the migration issue even before the refugee crisis of 2015. The Portuguese politician, who was once Prime Minister of Portugal for the Socialist Party and President of the Socialist International from 1999 to 2005, then began his career at the United Nations as High Commissioner for Refugees at the head of the UNHCR.

Through his office he was entrusted with the protection of refugees and stateless persons, humanitarian aid became the maxim of his work.

Guterres’ report on migration reads like draft for the Migration Pact

The tenor of humanitarian action is also reflected in one of his proposed solutions, which bears the name “Shaping migration for the benefit of all”. The report, written by the UN Secretary-General in December 2017, reads like a paper of ideas for the Migration Pact. It has been drafted by the United Nations since April 2017 and is currently the focus of public debate.

Guterres explains in his letter, which contains “proposals” for UN member states “to work out a global pact”: “Migration should never be an act of despair: Migration works for all if those who set out make an enlightened and voluntary decision to go abroad legally.

However, the “massive migratory movements that we have seen in recent years are too often the result of an intolerable situation in the countries of origin”. Therefore, all political means should be taken “to contain and mitigate the human and natural driving forces that trigger such large human migrations, but should also recognize that we have a duty to care for those who migrate out of despair”.

In his report “Shaping migration for the benefit of all”, Guterres anticipates this scepticism. According to Guterres, citizens have “legitimate reasons to demand secure borders and to decide who may enter and remain in their territory”. However, a “policy that wants to restrict migration” is counterproductive.

However, national solo efforts would not solve the problem of migration out of necessity, according to the UN Secretary-General’s argumentation. As stated in the title of the migration pact, the Portuguese therefore advocates “safe, orderly and regular migration”. This applies above all to the people who have so far risked their lives in an attempt to leave their homeland, or who have entered into inhumane dependencies in search of work. According to the UN, most migration movements, such as labour migration, already take place in a safe, orderly and regular manner.

As if Guterres had already suspected the criticism of the migration pact, he stressed in his report that despite the common challenge, the national sovereignty of the UN states remains unaffected: “Governments can determine individually – in compliance with their obligations under international law – the conditions for access to the territory of their country and for the treatment of migrants within their national borders”.

At the same time, the former Commissioner for Refugees points out that states “cannot unilaterally eliminate the economic, demographic, environmental and other factors that determine and will continue to determine migration trends”.

This is so TRADITIONAL OF SCANDINAVIAN CULTURE – and it starts off the CHRISTMAS SEASON. I love the real candles and what it signifies. It is a BEAUTIFUL part of the culture.
