ISIS Receives Arms, Funding ‘Under Patronage’ of Foreign Special Services and NGOs: Russia’s UN Envoy

19

ISIS has surreptitiously been receiving funding “under the patronage” of non-governmental organizations and other foreign special entities, according to one high-ranking Russian official.

Russia Ambassador Vassily Nebenzia said to the U.N. Security Council that ISIS, struggling for cash, has managed to tap into these alternative sources with alarming frequency.

ISIS terrorists have been able to boost their sagging coffers by tapping into funds from NGOs.

“Evidence continues to amass that weapons are being smuggled to [ISIS],” he said.

He also warned that ISIS terrorists were recruiting children as young as age 12 in order to bolster their sagging ranks.

More from RT:

The remnants of ISIS continue to receive foreign funding and arms supplies, Russian ambassador Vassily Nebenzia told the UN Security Council, adding that the terrorists are seeking to diversify their crippled sources of income.

“Evidence continues to amass that weapons are being smuggled [to Islamic State (IS, formerly ISIS/ISIL) terrorist group in Syria] from outside, including through semi-legal organizations or even under the patronage of security services from other countries,” Nebenzia told the United Nations on Thursday. He said Moscow hopes to have a “meaningful discussion” about putting an end to this malicious practice during an international conference on combatting illicit arms trafficking in Moscow on September 3-4.

Moreover, IS continues to receive funds from outside sponsors, acting under the guise of charity funds, religious organizations and other non-governmental structures,” he added.

Even though the terrorist organization lost its foothold and has had its main sources of income significantly crippled, as the Syrian army –with Russia’s support– regained control of the bulk of the country’s territory, according to Nebenzia IS continues to represent a considerable threat.

“IS militants are going all-in, often dragging minors into conducting terrorist acts, including kids younger than 12. Quite possibly the frequency of terrorist attacks, especially in the Idlib area, may increase,” Nebenzia warned.

However, the downfall of IS may allow Al-Qaeda, which receives up to $40 million in financing, to “raise their head” in Syria. Al Qaeda is being strengthened through their networks in North Africa, where the notorious terrorist organization is heavily invested in criminal business activity and is trying to control agro-industrial holdings, the envoy warned. “Putting an end to ISIS, Al Qaeda, as well as related groups’ threat, can only be achieved on a truly collective basis,” Nebenzia said.

According to the UN report, between 20,000 and 30,000 militants still operate in Syria and Iraq, “roughly equally distributed between the two countries.” The hardly impenetrable Syrian-Iraqi border remains under the watchful eye of US-led coalition air power.

Russia has repeatedly noted that the remaining few IS-infested areas in Syria by coincidence overlap with the foreign-controlled zones. Their presence creates problems especially for Idlib province, in north-west Syria, to where most of the surviving jihadists have retreated. The liberation of Idlib is currently among the top priorities for the Syrian army. The US-backed Kurdish forces in east and north-east Syria, supported by about 2,000 American ‘military advisors’, also remain an area of concern. Lingering pockets of Islamist resistance are also present along the Jordanian and Israeli border.

Shortly before Nebenzia spoke at the UN Security Council, Russia’s Foreign Ministry spokeswoman noted that some of the terrorists are hiding in the Rukban refugee camp on the border with Jordan, to which neither Syrian authorities nor the UN have access.

“ISIS militants, hundreds of them, as well as al-Nusra militants in possession of heavy arms are hiding among the civilians, who are in fact being held hostage and used as human shields,” Maria Zakharova said. “We have actual information that confirms that this happens with the privity of the US military, who control the 55-kilometer zone around its illegal Al-Tanf base on the Syrian territory.”

No surprise here, instead of shipping arms to them in boxes, we should be shipping them overseas in the arms of Soldiers to take out the remaining terrorists after dropping MOABs to remove most of the threat to our men and women fighting to protect America., and it appears Western Civilization on the whole.

The Vatican has been utterly feminized down to their flowing robes and supersized hats, it is any surprise they welcome in more masculine muslims to give them the dominance they so desire?

Francis, as you know, is not a Christian but a Spawn of Satan. Thus, Francis has more in common with ISIS and Al Qaeda than Christianity. Indeed, Suresh, there is an irony, the Vatican aided Nazis after the War, those who had participated in the Holocaust, the industrialized slaughter of six million Jews and millions of others who the Nazis deemed Untermensch. Pope Francis’ alignment with Islamism is no different than Pius the XII’s accord with Hitler.

Anti-Semitism is a pandemic that continues to proliferate throughout the former Western Democracies. The whittling away of Democracy over the decades is near completion which has emboldened, enabled and regenerated a new age of godlessness, specifically antisemitism, anti-Israel sentiments. Christianity and other faiths are, also, vulnerable to this ceaseless endeavor of eradication of Judaism and all religions, excluding Islam and the Progressives’ assertion, the elimination of religions diverse of Islam and Liberal Progressive Manifesto leading to totalitarianism.

Right on Ziggy46.
The real name for this excuse of a pope is Pope Dhimmy the First. Him and many, if not most of his clergy, world wide, are in the employ of s h i t s l a m.

Indeed, Vlad, you hit the proverbial pope/Satan on the head. Worldwide, this pope will ultimately destroy the Catholic Church; his true believers however, will follow him to the Gates of Hell; the Pied Piper Effect.

How much has the West empowered these groups, directly or indirectly? The Muslim Brotherhood is still legally operating in America, for God’s sake! This nonsense needs to stop.

The fact that the Muslim Brothers continue to have operations on American soil tells you that they have some powerful, well-connected and wealthy patrons watching their backs. Within the deep-state, as well as outside of government.

ISIS was created in the first place to be a deniable force in being for the Sunni Arab oil states, their counterpart to the Iranian Quds Forces then operating in Iraq. Contesting Iraq was only part of the reason ISIS was formed by Saudi Arabia, Qatar, Turkey and Barack Obama, the good friend of Turkish PM Erdogan and a fellow Sunni Muslim and sympathizer/member of the Ikhwan, the Muslim Brothers.

ISIS was also created to serve as a paramilitary shock force to aid in carving out the new Sunni Caliphate its patrons want to create. ISIS would conduct ethnic cleansings – the new caliphate will have no room for those who are not true Sunni believers – conduct terrorism/jihad operations against enemies of the Sunni Arab states, and assist conventional forces in toppling hostile governments, such the Assad government in Syria. A final mission is to extend the influence and reach of Islam into Europe as much as possible, via the so-called “refugee crisis,” really a classic invasion-by-hegira operation of the kind the prophet himself used 1,400 years ago.

ISIS could not be a conventional military force; it had to be deniable because the Arabs and Turks didn’t want all of the bad PR and publicity which would result from linking of the group’s activities to them. This would harm the lucrative business dealings the Arabs have with the West – and also put a very public end to the polite fiction that the Arabs are “friends” and “allies” of the U.S. or the West generally.

When Obama was in the White House, ISIS had a friend watching over it – but now that Trump is in office, the group has had to relearn operating more-clandestinely. This is doubly true now that President Putin and President Trump have begun to thaw U.S.-Russian relations and cooperate in the fight against terrorism.

Russian UN Envoy Nebenzia has the information correct regarding the important conduits for aid to ISIS. It has been standard operating procedure for some time now in the West – particularly amongst the NATO powers – to funnel aid, financing and personnel to/from various places using NGOs and their government counterparts.
In the Ukraine crisis a few years back, NGOs and “charities” funded by billionaire trouble-maker George Soros played a large role in facilitating the Ukrainian revolt which led to the toppling of the government of Viktor Yanukovych. Around that same time, the son of Turkish President Erdogan – Bilal Erdogan – was caught red-handed running a massive oil smuggling operation delivering ISIS’ oil to market. There are many other examples of such subterfuge.

All true and correct.
The entire “Arab spring” was nothing but a smoke screen in a geo-political power struggle between Oil producing ME nations. To me, it seems, that Vladimir Putin and D. Trump are the only honest politicians on this planet.

Assad was paying ISIS 40 million a month for allowing oil from Syrian wells to be brought to market . What did they do with all that money ?

I doubt that, since ISIS was trying to topple the Syrian government. It was the Turks, specifically Bilal Erdogan – son of the current Turkish President Recep Erdogan – and his associates, who were was caught running a giant smuggling operation designed to deliver ISIS oil to market, thereby funding its jihad/terror operations.

It is a favorite tactic of the Leftist deep-state to accuse others of the things they themselves do – classic psychological projection. The Sunni Arabs, the Turks, and the Obama regime poured hundreds of millions of dollars into creating, running and sustaining ISIS…. and now that blowback is headed their way, and people are wising up to their dirty tricks, they are trying to blame Assad for everything. Not only you guys liars – you are lousy liars!
